Hanoi began piloting a low emission zone in the central Hoàn Kiếm area from 1 July 2026. The city is phasing in limits on higher-emission vehicles, with further steps planned from early 2027. If you are visiting the Old Quarter by car this season, a few basics will help you choose the vehicle and the pickup point.
The first phase covers streets around Hoàn Kiếm Lake and the Old Quarter, split into small zones on a timetable. From early 2027 the city plans to restrict petrol cars below the Euro 4 emission standard in this area. Boundaries and hours may change, so check the latest notice before you travel.
New cars sold in Vietnam since 2022 must meet Euro 5, which is above that threshold. Electric cars produce no tailpipe emissions. Our 2022–2025 fleet therefore fits the current roadmap.
Separately, the walking streets around Hoàn Kiếm Lake still close to traffic on weekend evenings and holidays, especially Christmas Eve and New Year's Eve. Your driver drops you at the nearest legal stopping point.
Many Old Quarter hotels sit on narrow lanes that a 16-seater cannot enter. Meeting on a nearby main street saves time, especially on early starts to Hạ Long or Ninh Bình.
The pilot zone overlaps the historic centre, where many sights sit close together. The easy approach is a car to the edge of the area, then walking by cluster.
| Sight | Address | Tip |
|---|---|---|
| Hoàn Kiếm lake, Ngọc Sơn temple | Central Hoàn Kiếm ward | Walk round the lake early in the morning |
| St Joseph's Cathedral | 40 Nhà Chung | A few minutes' walk from the lake |
| Hanoi Opera House | 1 Tràng Tiền | Admire the building, check performances |
| Temple of Literature | 58 Quốc Tử Giám | Outside the old quarter; the car drops you at the gate |
| Thăng Long Imperial Citadel | 19C Hoàng Diệu | World Heritage site, combine with Ba Đình |
The Temple of Literature and the Citadel are outside the current pilot zone, easier by car than the narrow lanes round the lake.
The old quarter is crowded and narrow; the driver stops on the nearest main street and agrees a pick-up time after the meal.
| Vehicle | Luggage | Old-quarter note |
|---|---|---|
| 4–5 seat | about 3 suitcases | Fits many narrow streets |
| 7 seat | about 4 suitcases | Fine for most streets |
| 16 seat, 9-seat limousine | about 6–8 suitcases | Meet on a main street |
Hanoi station at 120 Lê Duẩn serves Reunification Express trains to the centre and south; some Lào Cai trains board at the rear side of the station. Check your ticket.
Day trips leave early. With a 16-seater or 9-seat limousine, meet on a main street such as Hàng Bài, Trần Hưng Đạo or Lý Thái Tổ rather than in a lane. For Ninh Bình take the Pháp Vân – Cầu Giẽ expressway; for Hạ Long the Hanoi – Hải Phòng then Hải Phòng – Hạ Long expressways. In the evening you are dropped back at the same point.
The city timetable has separate steps for motorbikes; this guide covers passenger cars for visitors.
Carry the registration, valid inspection certificate and insurance; the emission standard is shown in the car's inspection records.
VinFast EVs produce no tailpipe emissions and are quiet, ideal for short hops. Check hotel charging if self-driving for several days.
Late in the year Hanoi turns cool and can be bitterly cold from December, ideal for walking the old quarter. On Christmas Eve and New Year's Eve the cathedral and lake are packed and many streets close to cars; go early and choose a pick-up a few streets away. Before Tết, flower markets and Tết shopping streets such as Hàng Mã and Hàng Đường are busy all day and stopping is hard.
| Time | Plan |
|---|---|
| 7:00 | Phở breakfast in the old quarter; pick-up on a main street near the hotel |
| 8:00 | Temple of Literature, 58 Quốc Tử Giám |
| 9:30 | Thăng Long Imperial Citadel, 19C Hoàng Diệu; Ba Đình area |
| 11:30 | Bún chả lunch |
| 1:30 p.m. | Rest at the hotel |
| 3:30 | Vietnam Museum of Ethnology, Cầu Giấy |
| 5:30 | Drop-off at the edge of the old quarter; walk round Hoàn Kiếm lake and the cathedral |
The plan uses the car for sights outside the pilot zone and keeps the lake area for walking. Hire by the hour or day; the driver waits at each stop and fuel is included.
After the old quarter, many visitors head to outlying sights where a car is far more practical. Bát Tràng pottery village across the Red River makes a good half day with children. Hương pagoda to the south-west is packed in its post-Tết festival season, outside this guide's window. Đường Lâm ancient village in Sơn Tây keeps many laterite houses. None of these is in the low-emission zone, so the car takes you to the door.
Your hotel choice affects car access a lot. Hotels on main streets such as Hàng Bài, Lý Thường Kiệt or Trần Hưng Đạo are easy for 7- and 16-seaters and less affected by the walking streets. Hotels in old-quarter lanes have more atmosphere, but the car stops at the lane end and you walk a little with your bags.
For groups, send the hotel address in advance so we can set a suitable pick-up point. From Friday to Sunday evening the streets round Hoàn Kiếm lake are pedestrian-only; for check-in or check-out then, meet outside the zone. Many hotels have staff to help carry bags to the street; ask when booking.
Rules may change in phases, so check the city's latest notice on area and hours before you travel. With a chauffeur, the driver handles routing and legal stops; just send your list of places. If your hotel is in the Old Quarter, meet at the nearest street cars can enter. VinFast EVs are an option for trips mostly within the centre.
